Poor Jack. I liked how you used his horrible story as a sort of foreshadowing for the stunt the gamemakers tried to pull with Katniss and Peeta. Haymitch's suicide attempt felt incredibly plausible and I wasn't surprised the families of his tributes rallied around him. I don't think he's anywhere near as unpopular in his district as he thinks he is.

At least not among people who have a clue what he really does in the Capitol (which may exclude most of the people Katniss spends time with).

I've always wondered why the Gamemakers would think that was a good idea, and it occurred to me that maybe in the past, it had worked as intended, mainly because Jack (through no fault of his own) hadn't laid the groundwork as far back as the interviews and used it to pre-create the narrative before they even hit the arena.
