I love that it's Annie who gets Peeta's rebellion and why Katniss is dangerous. I also like all the political maneuvering that leads to the rule change. Katniss barely even thinks about it, but it was practically a revolution in and of itself, even if they were just planning to psyche everyone out in the end.

Annie may not have all her marbles organized neatly, but she's got them, and she does understand the emotional pitch. (I also liked the canon connection between the two of them, as the "off-switches" on Katniss and Finnick, as far as Snow was concerned.)

I think it would have to be something a little more involved than Haymitch going to Seneca and saying, "Hey, I've got an idea," though I can see why they'd make it so simple on film, where it's not the focus. There would have to be significant pressure to make something like that happen.
