I'm sure there are allies of Snow who would enjoy a "date" with both Katniss and Peeta (regardless of marital status) and that Snow would have absolutely no qualms about agreeing, except that the Capitol would be furious.

Yes to that -- and with cameras everywhere, that's one instance where Snow's hypervigilance backfires on him. If Katniss or Peeta go on any kind of "date" anywhere, they're going to be spotted/recorded somehow and all of the Young Love fans will be righteously furious.

That's the brilliance of it from Haymitch's perspective -- the Capitol won't permit them to "cheat" on each other, so either Snow has to admit what he's doing to the victors or destroy the narrative that he hates, but needs to avoid seditious undertones (about to become overtones with a handful of berries). They cover up Finnick's exploitation by pretending he's just a really voracious playboy.
